MINUTES: 30th MARCH 2006. Page 29/05
A meeting of the above named Council, convened by the Chairman, was held in the Village Hall on Thursday 30th March 2006 at 19 00hrs.
Present: Chairman Clr Bannister, Clrs Hircock, Findlay, Hancock, Smith, Venning, Parsons & Brewer,
Apologies: Clrs Arthan & Day.
Graham King: Clr Bannister , in Grahams absence, reported on the Hillsborough STW site meeting held by CCCouncil. The chairman was very good & everyone had the opportunity to give their point of view. County planning decision meeting will now be on 24th May 2006. The SWWater ? unnamed, unsigned document was shown. Clerk will provide copies for each Councillor . Clr Bannister on behalf of the meeting congratulated the Action Group on a job well done.
Public Participation: Differences between re-cycling & trade waste in the harbour area were aired. FMPC would support approach to NCDC in an attempt to bring reality to the situation. Under Rd hedging cut backs, allotment provision and quality of the web site were all raised. Chairman will discuss web site with John Wakelin.
29.01 County Councillor report: County are looking into help for the large number of over 80’s . Some 80% of whom need support. Also the 65+ age group has doubled in the last few years. Needing to save £3.5M, government help is being sought. Lyons report on local governance is taking place- effects could be far reaching. Cost of New Rd reinforcing is still being sought. Road width / pavement ideas to be raised.
29.02 Minutes: for 2nd March 2006 were approved by Councillors.
29.03 Matters for Report: CCC Highways. Clerk to arrange a meeting with Rob Constance to pick up on points raised at the 22/11/05 site meeting, especially the McFarlane ideas for Paradise/Tintagel Rd junction.
29.04 Planning Applications considered: 2006/00476 LBConsent for replacement of iron railings to side of Wellington Hotel, Old Rd. for Mr P Roberts. Clr Venning proposed no objection, seconded by Clr Parsons, all in favour. Resolved. 2006/00489 Conversion of garage to residential accommodation. Trerosewell Farm, for Mr & Mrs Nicholls. Clr Parsons proposed objection to residential accommodation but support for holiday accommodation linked to existing business. seconded by Clr Smith, 6 votes in favour of objection, 1 vote against & 1 abstention. Refused. 2006/00544 Erection of conservatory Vallency, Penally Hill. for Mr & Mrs Tillinghast. Clr Hancock proposed no objection, seconded by Clr Findlay, all in favour. Resolved. 2006/00527 Cert. of Lawfulness, continued dwelling use as Bed & Breakfast establishment, for A Wibberley & A Morse. Orchard Lodge, Gunpool La. Clr Parsons proposed approval, seconded by Clr Findlay, all in favour, Approved.
30.01 CCC/ Urban grass cutting tenders. Clr Smith declared an interest, and left the meeting. Clr Hancock declared an interest, stayed in the meeting but took no further part. Clr Parsons proposed that the contract be awarded to A Bragg, being the lowest quote, seconded by Clr Venning, 5 votes in favour 1 abstention. Resolved. Legality of payment to parish councillors working for the Parish Council was raised . Clerk will clarify with NCDC & CALC.
30.02 Bus shelter provision for north side of Tintagel Rd. Clerk reported on contact with E Cornwall Rural Transport Partnership. Further information required from Western Greyhound to determine numbers & feasibility of moving stop.
30.03 Regeneration / Obj.1. Chairman Clr Bannister gave a resume of
the 17/3/06 meeting, attended by himself & Clr Findlay. Further E A
exhibitions, lower bridge consultations, Defra funding, red phone box
re-location were all considered.
Obj.1. Partnership Agreement: Following on from Minute 28.01 (2/3/06) Clr Parsons proposed that the signatories to the, Parish Council approved , Regeneration Agreement should be Arthur Edward Bannister and Alexander George Findlay, seconded by Clr Venning, all in favour Resolved..
30.04 Allotment: Still awaiting confirmation of details from Mrs Wilson. Guide lines for possible structure in hand from The National Society of Allotment & Leisure Gardeners Ltd.
30.05 District Councillors Report: NCDC Planning applications now available on web site. Free bus passes for 60+ year olds are available from Libraries.
30.06 Notice Boards particularly outside Post Office do not create a good impression. Clerk will obtain quotes to show what is possible.
30.07 Correspondence : summarised & listed separately. Clerk will contact Jodie West re. Energy survey, Victim Support donation request will be put on next agenda.
30.08 Accounts: were presented and cheques drawn after a proposal by Clr Parsons , seconded by Clr Venning, all in favour Resolved
30.09 Parish Meeting speaker for 27/4/06 will be Tony Barnes from Bude Lions Club. Clerk to confirm details direct with him.
No further business Chairman closed the meeting at 21 09 hrs.
